Weak euro zone casts long shadows

LONDON (Reuters) - Drug dealers, money launderers and assorted cash-only criminals love the convenience of the 500 euro note. Will bankers also soon be clamoring for wads of the high-value bill?

The question arises because the European Central Bank might have to lower interest rates further to revive growth. Business surveys this week are likely to show the euro zone economy remaining flat on its back in August after contracting by 0.2 percent in the second quarter.

But the ECB has already cut to zero the interest it pays banks on excess reserves. So driving the deposit rate into negative territory -- charging banks for the privilege of parking surplus funds -- would force lenders to weigh up the alternative of withdrawing cash and stashing it somewhere safe.

The idea sounds outlandish. Not so. ECB Executive Board member Benoit Coeure addressed it back in February.

"Given the costs associated with holding large amounts of banknotes, it is likely that significantly negative interest rates would be required to trigger a switch from money holding to investment in banknotes," Coeure said.

Since then, the economic recovery the ECB was anticipating has failed to materialize, prompting the move to a zero deposit rate and leading economists to take a closer look at the cost of warehousing notes.

"The physical storage would be easy; if withdrawn as 500 euro notes, 1 billion euros (plus two big security guards) would easily fit into a VW Golf and the cash into existing bank safes. Harder to gauge are the inconvenience and insurance-type costs, which will affect banks' response," Greg Fuzesi of JP Morgan wrote in a note.

Lasse Holboell Nielsen, an economist with Goldman Sachs, has examined the case of non-euro member Denmark, whose central bank set a deposit rate of minus 0.2 percent over a month ago, to tease out the implications for the euro zone.

For a bank with 40 billion Danish crowns ($6.60 billion) on deposit, he reckons it would make economic sense to take out cash once the interest rate drops below -0.52 percent or -0.65 percent, depending on the fixed-cost assumptions for insurance, transport and vault rental.

Because Denmark's central bank has not encountered any unexpected fallout since it went negative, Nielsen concludes that it could cut the deposit rate by another quarter-point.

And based on Denmark's experience, he judges a negative deposit rate at the ECB of 0.25 percent is quite feasible.

ALL EYES ON THE CENTRAL BANKS

Steen Jakobsen, chief economist with Saxo Bank in Copenhagen, said he expected a weak euro zone purchasing mangers' survey on Thursday would ratchet up the pressure on ECB President Mario Draghi to act.

"If anything, it will support the argument that Draghi feels the need to do something about the monetary transmission mechanism because the numbers will just continue to weaken," Jakobsen said.

In particular, he said a marked slowdown in China, which also releases a poll of purchasing executives on Thursday, boded ill for exports from Germany, Europe's biggest economy.

A survey conducted by the International Chamber of Commerce and Germany's IFO institute, released last week, showed a sharp drop in global economic sentiment as fear over the fallout of the euro crisis persists.

"What was surprising in this quarter is that the optimism that things will soon turn around has almost disappeared," said Gernot Nerb, IFO's director of business surveys.

Investors are pinning their hopes not only on the ECB but also on the Federal Reserve. A monthly Reuters poll of economists showed the chances of a third round of asset purchases, known as quantitative easing, had risen to 60 percent from 50 percent in July.

The U.S. central bank's own thinking should become clearer with Wednesday's minutes of its July 31/August 1 policy meeting.

They are likely to show the Fed is waiting to see whether a recent tentative improvement in the economy is sustained.

To that end, a flurry of data on U.S. housing sales and prices this week is expected to provide further evidence that the bombed-out market is over the worst but, like the broader economy, is recovering only modestly. ($1 = 6.0604 Danish crowns)

England lost early wickets to slump to 16 for two at close of play against South Africa at Lord's today, as their pursuit of 346 to win the third and final Test and square the series started badly.

While his team were battling to stay in the match, his faltering off-field relationship with batsman Kevin Pietersen was being debated in the media.

Umpire Simon Taufel made the right call and Cook did not bother to review. Neither did Strauss, who played no stroke to another delivery moving into him.

South Africa were bowled out for 351 in their second innings in the evening session of the fourth day, as Hashim Amla made an assured 121 for his 16th Test century and ensured England's target was a stiff one.

England did have opportunities to finish the innings sooner.

AB de Villiers was dropped by James Anderson at short midwicket off Graeme Swann when on eight, and went on to score 43. Had de Villiers been taken, the score would have been 177 for five.

Amla was dropped on two by wicketkeeper Matt Prior the previous day.

Even when England threatened to end the innings sooner through a decisive burst of fast bowling by Steven Finn, who claimed three wickets for 14 runs in 29 balls, the Proteas always hit back.

Amla was eventually bowled by Finn when the ball held its line up the famous Lord's slope.

De Villiers went next, edging to Strauss at first slip. That meant Strauss became England's highest test catcher as a fieldsman with 121.

Jacques Rudolph was the third of Finn's strikes, edging to Prior for 11. Finn ended with four for 74.

That was the time when England needed to be ruthless and end the innings. But along came JP Duminy (26 not out) and Philander (35) to put on 54.

It was the second occasion in the match that both had held England up after they each made 61 in the first innings.

Hot particle soup may reveal secrets

A soup of ultra-hot elementary particles could be the key to understanding what the universe was like just after its formation, scientists say.

Over the past few years, physicists have created this soup inside two of the world's most powerful particle accelerators ? the Large Hadron Collider (LHC) in Switzerland and the Relativistic Heavy Ion Collider (RHIC) in New York ? by smashing particles together at superfast speeds.

When two particles collide, they explode into pure energy powerful enough to melt down atoms and break apart protons and neutrons (the building blocks of atomic nuclei) into their constituent quarks and gluons. Protons and neutrons contain three quarks each, and gluons are the mass-less glue that holds the quarks together.

The result is a plasma scientists call an " almost-perfect liquid," with almost zero friction.

Hotter than the sun
At temperatures between 7 trillion and 10 trillion degrees Fahrenheit (4 trillion and 6 trillion degrees Celsius), this " quark-gluon plasma " is the hottest thing ever created on Earth, and is about 100,000 times hotter than the center of the sun.

"We now have created matter in a unique state, composed of quarks and gluons that have been liberated from inside protons and neutrons," said Steven Vigdor, a physicist at Brookhaven National Laboratory, which hosts the RHIC. This bizarre state of matter is thought to closely resemble the form of matter in the universe just a few fractions of a second after it was born in the Big Bang about 13.7 billion years ago. "Many critical features of the universe were established at those very early moments in the infancy of the universe," Vigdor said Monday at the Quark Matter 2012 particle physicists conference in Washington, D.C.

Soon after this phase of the universe, quarks and gluons would have combined to form protons and neutrons, which would have grouped with electrons a while later to form atoms. These eventually built the galaxies, stars and planets that we know today.

To better understand how this happened, scientists aim to experiment on this primordial soup to study its properties, such as its viscosity, which is a measure of its internal friction, or resistance to flow. Compared with everyday liquids such as honey or even water, quark-gluon plasma has very little viscosity.

This plasma is also extremely dense, with particles packed in more tightly than neutron stars, the compressed balls of matter that result when some stars explode in supernovas.

"We do have now the tools in place to really experiment with it ? and figure out precisely what kind of stuff this really is and why it has these extraordinary properties," said Jurgen Schukraft, a physicist at the CERN physics lab in Geneva, home of the LHC.

Cannonballs through plasma
One of the ways scientists experiment on this state of matter is by shooting other particles through it.

Charm quarks, for example, are a flavor of quark 100 times more massive than the up and down quarks that form protons and neutrons. When physicists at the Large Hadron Collider's ALICE experiment injected particles containing charm quarks into the quark-gluon plasma, they found that the plasma's flow was so strong it dragged the charm particles along with it, eventually slowing down their passage.

"Even though they're very heavy and they go through like cannonballs, they are slowed in the end," Schukraft said. "This matter has an enormous capacity to stop even very heavy particles."

Scientists have been questing after quark-gluon plasma for years. In 2005, physicists suspected they had created it inside RHIC, but it wasn't until 2010 that they verified they had created matter hot enough to give rise to the extreme state.

NEW YORK (AP) ? The New York Yankees are in need of a reliable ace right now. Hiroki Kuroda has been the man for the job.

Kuroda pitched a two-hitter and the Yankees got consecutive homers from Nick Swisher and Mark Teixeira in a 3-0 victory over the Texas Rangers on Tuesday night.

In his first season with New York, the 37-year-old Kuroda gave a depleted rotation yet another boost with ace CC Sabathia and veteran Andy Pettitte on the disabled list.

"This is a very good lineup that he just shut down," Yankees manager Joe Girardi said. "Probably our best pitching performance of the year."

Kuroda allowed only four balls out of the infield and just one runner past first base. He held Texas hitless until Elvis Andrus' infield single leading off the seventh, outpitching All-Star lefty Matt Harrison in a crisp duel at Yankee Stadium.

The right-hander walked two and struck out five in his fourth career shutout and second this season. He threw 74 of 109 pitches for strikes.

"When you've got a great lineup like that," Kuroda said through a translator, "you can't lose your focus until the end."

The surging Yankees won for the sixth time in seven games. They've taken the first two in a four-game set between the AL's top two teams.

"Man, these games are a lot of fun to play in," Swisher said.

Derek Jeter singled off Harrison (13-7) with one out in the seventh to start the New York rally. Alexi Ogando came in to face Swisher, who cracked a go-ahead grand slam off Ryan Dempster in the series opener Monday night for his first homer since July 19 ? a drought of 61 at-bats.

This time, Swisher fought his way back from an 0-2 count and drove a payoff pitch to the back of the Yankees' bullpen in right-center for his 16th home run.

"I was hitting on sound at that point. I mean, he's throwing 100 mph," Swisher said. "That 3-2 count, I was just hoping he would throw another fastball."

The bubbly switch-hitter rounded the bases with a big grin, and New York was on its way to a seventh straight regular-season victory over the Rangers at home.

"I wanted to put velocity on Swisher and he didn't beat him with it," Texas manager Ron Washington said.

Teixeira then lined a shot into the right-field stands for his 23rd home run.

Slowed by a lack of run support lately, Kuroda (11-8) won for the first time in four starts and lowered his ERA to 3.06. He gave up a clean single in the eighth to Michael Young, who was immediately erased on David Murphy's double-play grounder.

Kuroda then worked a 1-2-3 ninth to finish a gem that took 2 hours, 35 minutes.

"He's been really, really big for us and he could have a number of more wins. He's been the hard-luck guy for us this year," Girardi said. "That was his 11th win for us. Realistically, he could have 15 or 16 at this juncture."

Kuroda has six scoreless outings of at least seven innings, most in the majors. He became the first Yankees pitcher with two shutouts in a season since Mike Mussina in 2005.

With his 52nd major league win, Kuroda passed Tomo Ohka for sole possession of second place among pitchers born in Japan. Hideo Nomo is first with 123.

"I was doing everything I could to match him," Harrison said.

Featuring a sharp slider, Kuroda worked around two walks in the first three innings and handcuffed the hard-hitting Rangers, who began the night leading the majors in batting average (.278) and runs (580). They were shut out for only the third time all season.

A no-hit buzz began to build in the sixth, when second baseman Robinson Cano made a backhand play on Mitch Moreland's one-out grounder. Kuroda then struck out Ian Kinsler and had retired 10 straight heading into the seventh.

Andrus led off with a grounder toward the middle, forcing shortstop Jayson Nix to make a diving stop near the edge of the outfield grass. With little chance to get the speedy runner, Nix struggled to get the ball out of his glove and tried a desperation throw that was late and wide.

Base hit, no question, and Kuroda received a warm round of applause from the crowd of 44,533. Andrus was stranded at third when Nelson Cruz grounded out.

"I had to regroup myself a little bit, but I (said), a complete game or a shutout is not really important here," Kuroda explained. "The most important thing is for the team to win and that's what we accomplished today, and that's why I'm happy."

But much of the discussion about ideas now burbles around ideas about ideas, grand visions, and sweeping promises that more often than not fade away like so many late night college bull sessions in the light of day. Mr. Morozov, author of 2011's The Net Delusion: The Dark Side of Internet Freedom, sets his sights on three new books published by TED in an amusingly written essay for The New Republic. He is withering about Parag and Ayesha Khanna's Hybrid Reality: Thriving in the Emerging Human-Technology Civilization:

"The ?technological? turn in Khanna?s ?thought? is hardly surprising. As he and others have discovered by now, one can continue fooling the public with slick ahistorical jeremiads on geopolitics by serving them with the coarse but tasty sauce that is the Cyber-Whig theory of history. The recipe is simple. Find some peculiar global trend?the more arcane, the better. Draw a straight line connecting it to the world of apps, electric cars, and Bay Area venture capital. Mention robots, Japan, and cyberwar. Use shiny slides that contain incomprehensible but impressive maps and visualizations. Stir well. Serve on multiple platforms. With their never-ending talk of Twitter revolutions and the like, techno-globalists such as Khanna have a bright future ahead of them.... what does Hybrid Reality actually argue? There are several disjointed arguments. First, that technology??technology with a big ?T,?? as they call it?is supplanting economics and geopolitics as the leading driver of international relations. This means, among other things, that Washington deploys tools such as Flame and Stuxnet simply because it has the better technology?not because of a strategic and military analysis. It is a silly argument, but wrapped in tech-talk it sounds almost plausible. For the Khannas, technology is an autonomous force with its own logic that does not bend under the wicked pressure of politics or capitalism or tribalism; all that we humans can do is find a way to harness its logic for our own purposes."?

His lengthy examination of the Khanna's new book, with its admiration for autocracies ("technocracies" as the Khannas have it) like China compared to "the futile populism of Argentines, Hungarians, and Thais masquerading as democracy" is worth reading in full.

But he's at his most engaging when he takes on the TED phenomenon itself. After acknowledging that a TED talk he gave in 2009 was helpful to his own career, Morozov writes:

"I take no pleasure in declaring what has been obvious for some time: that TED is no longer a responsible curator of ideas ?worth spreading.? Instead it has become something ludicrous, and a little sinister.

Today TED is an insatiable kingpin of international meme laundering?a place where ideas, regardless of their quality, go to seek celebrity, to live in the form of videos, tweets, and now e-books. In the world of TED?or, to use their argot, in the TED ?ecosystem??books become talks, talks become memes, memes become projects, projects become talks, talks become books?and so it goes ad infinitum in the sizzling Stakhanovite cycle of memetics, until any shade of depth or nuance disappears into the virtual void. Richard Dawkins, the father of memetics, should be very proud. Perhaps he can explain how ?ideas worth spreading? become ?ideas no footnotes can support.?

Felix Salmon, the Reuters columnist, nods approvingly at Morozov's piece, and links it to the recent travails of Jonah Lehrer, a peddler of "ideas" who lost his job at The New Yorker this week after he was proven by Michael C. Moynihan of Tablet to have fabricated quotes from Bob Dylan in support Lehrer's book?Imagine: How Creativity Works (one wonders if there are more falsehoods to be uncovered).

Mr. Salmon views Lehrer as a product of the TED age, where narrative rules, and easily digestible explanations of complex reality are taken for the real thing. He writes that the TED approach "devalues intellectual rigor at the expense of tricksy emotional and narrative devices."

"For all that Jonah Lehrer ultimately wound up blogging for the New Yorker, he has always been a creature of TED much more than he has been a creature of journalism. Check out Seth Mnookin?s post, today, on Jonah Lehrer?s missing compass: the way that Lehrer remixed facts in service of narrative is very TED. Mnookin says that Lehrer had ?the arrogance to believe that he has the right to rejigger reality to make things a little punchier, or a little neater?. A journalist would call that arrogance ? would call it, indeed, the action of a man with no moral compass. On the other hand, a TED curator, or a monologuist, might see things very differently."

It isn't just TED of course. We live in an age of the grand "idea", and that can do far more harm than leading a young writer down the path to fib-town. The so-called neocons who dreamed big dreams of transforming the world, with the Iraq war at the center of their cleansing, revolutionary vision, could slot in nicely here. And today, many of them remain as committed to their vision as ever. At the Aspen Security Forum, another "ideas" shop, Stephen Cambone this week called the US invasion of Iraq "?one of the great strategic decisions of the first half of the 21st century, if it proves not to be the greatest... it will be one of the greatest strategic victories of the United States because?. of the aftershocks that you see flowing through the region, whether it be in Libya, or in Egypt, or now in Syria."

Mr. Cambone was Undersecretary of Defense for Intelligence from 2003-07. Iraq today is riven by sectarian tensions. Vice President Tareq al-Hashemi, a Sunni Arab, is living in exile avoiding what he claims are entirely politically motivated terrorism charges from the country's Shiite Prime Minister Nouri al-Maliki, a closer friend to Iran (which is alleged to be shipping weapons to Bashar al-Assad over Iraqi airspace) than he is to the United States. July was the most violent month in the country since 2010 and its post-Saddam order is wobbling.

That Iraq had something to do with the uprisings in Egypt, Tunisia and Libya last year is a powerful meme that's hard to kill. But economic desperation and sclerotic regimes had far more to do with it. Will Iraq come good? More on that Monday.

Ah, the power of ideas. Good ones and bad ones.
